I am directed to inform you that His Excel-

-lency the Governor has ordered proceedings to be taken against

you under Regulations Nos. 49 to 71 of the Colonial Regulations.

The grounds of the intended suspension are as follows:-

That you, from the 1st. October, 1895, to the month

of April, 1897, and on subsequent date, then being a

salaried Public Officer of the Government of Hongkong,

whose remuneration was fixed on the assumption that

the whole of your time was at the disposal of the

Government, did, without leave from the Governor

approved by the Secretary of State, engage in trade

and connect yourself with a certain cormercial under-

-taking, 1.0., in the trade of butcher and compradore

in the commercial undertaking known as "The Hongkong

Butchery", of the Central Market, Hongkong, contrary

to Regulation No. 76 of the Rules and Regulations for

Her Majesty's Colonial Service for the years 1890,

1895, 1896 and 1897 (now No. 40).

I have also to call upon you to state in

writing before the 22nd. October any grounds on which you rely

to exculpate yourself.

I am also directed to inform you that you

are from today until further notice interdicted from the exercise of the powers and functions of your office, and that until proceedings have been taken for your suspension you will be allowed to receive one-half of the salary of your office.
